The role of local governments in the conservation of coastal wetlands: the case of Los Pantanos de Villa Ramsar site

Abstract

This policy brief analyzes the role of local governments, municipalities, that have jurisdiction in the Special Regulatory Zone of Pantanos de Villa (ZRE PV) in their participation as members of the Board of Directors of the Municipal Authority of Pantanos de Villa - PROHVILLA. For this, the review and analysis of management documents has been carried out, such as Minutes of the Board of Directors, Agreements of the Board of Directors, Annual Reports, among others. Of these, the low participation in terms of attendance, voting and initiative of some municipalities members of the Board of Directors has been noticed; which affects the co-management of the ZRE PV. Based on what was found, the implementation of a Regulation of the Board of Directors is proposed, through which the obligations, rights and other guidelines on the participation of each member are indicated.
