Deforestation is the result of a complex interaction between economic, social, political and ecological factors, which feed back into each other within a dynamic system. From an energy perspective, it is a process of transformation from complex, low-entropy systems to simpler, high-entropy systems. Therefore, when seeking to mitigate the impacts of this energy imbalance and restore a certain degree of ecosystem "order" or balance, the implementation of systemic policies is essential. This paper addresses how, since the arrival of humans within the Amazon ecosystem, a dialogic relationship has existed between deforestation processes and conservation efforts, including forest restoration through energy subsidy measures. In this context, what is proposed is the creation of a national ecosystem restoration program, together with a review of the functions of the public agencies currently involved in forest management, as a strategy to address the global challenges of climate change and biodiversity loss.
